The recent changes in interpretation of TNT in the high school text books is welcome. I dont know if they too made changes in text books at University level. Some Indians as well as Pakistanis are going bananas abt the change. Yasser must be a happy man abt this change as he wants a warmer climate for his Qadiani sect in Pakistan. The small dose of liberalism wud at least give him some emotional comfort. However in substance it’s more of a sop to liberals than a reflection of reality.
We can trace the concerns of All India Muslim League in India abt the fate of Indian Muslims at that time. When the tide of history forced Dracula Jinnah, he laboured to draft as lengthy list of grievances as possible. Jinnah and All India Muslim League team made 14 issues at best. None of them is economic, btw.
The Fourteen Points
1. The form of the future constitution should be federal with the residuary powers vested in the provinces.
2. A uniform measure of autonomy shall be granted to all provinces.
3. All legislatures in the country and other elected bodies shall be constituted on the definite principle of adequate and effective representation of minorities in every province without reducing the majority in any province to a minority or even equality.
4. In the Central Legislature, Muslim representation shall not be less than one third.
5. Representation of communal groups shall continue to be by means of separate electorate as at present, provided it shall be open to any community at any time to abandon its separate electorate in favor of a joint electorate.
6. Any territorial distribution that might at any time be necessary shall not in any way affect the Muslim majority in the Punjab, Bengal and the North West Frontier Province.
7. Full religious liberty, i.e. liberty of belief, worship and observance, propaganda, association and education, shall be guaranteed to all communities.
8. No bill or any resolution or any part thereof shall be passed in any legislature or any other elected body if three-fourth of the members of any community in that particular body oppose such a bill resolution or part thereof on the ground that it would be injurious to the interests of that community or in the alternative, such other method is devised as may be found feasible and practicable to deal with such cases.
9. Sindh should be separated from the Bombay presidency.
10. Reforms should be introduced in the North West Frontier Province and Baluchistan on the same footing as in the other provinces.
11. Provision should be made in the constitution giving Muslims an adequate share, along with the other Indians, in all the services of the state and in local self-governing bodies having due regard to the requirements of efficiency.
12. The constitution should embody adequate safeguards for the protection of Muslim culture and for the protection and promotion of Muslim education, language, religion, personal laws and
Muslim charitable institution and for their due share in the grants-in-aid given by the state and by local self-governing bodies.
13. No cabinet, either central or provincial, should be formed without there being a proportion of at least one-third Muslim ministers.
14. No change shall be made in the constitution by the Central Legislature except with the concurrence of the State’s contribution of the Indian Federation.

CAN ANYBODY EXPLAIN THE RECENT CHANGES IN THE LIGHT OF THE LIST OF GRIEVANCES OF AIML?
IS IT NOT ANOTHER DOSE OF DOCTORING OF HISTORY? PAKISTAN IS KNOWN FOR THAT AND DR. AYESHA JALAL WROTE A LOT ABT SUCH IDIOSYNCRASIES.
Nehru gave an elaborate reply to Jinnah on this list.
Lets have another look at them and the validity of those points vis-a-vis the Union of India now.
The Fourteen Points

YES IT’S THE SETUP WE HAVE IN INDIA NOW.

REHASH OF THE ABOVE. REPLY IS DITTO.

THAT MEANS JINNAH IS ASKING FOR "AT LEAST" PROPORTIONAL REPRESENTATION. THERE’S NOTHING WRONG WITH THIS POINT. INDIA HAD MANDATORY RESERVATIONS FOR WEAKER SECTIONS WHO’RE UNHEARD AND UNCARED FOR. MUSLIM RESERVATION ISSUE IS BEING DEBATED ON THESE LINES. IN ANYCASE MUSLIMS WERE NECK-TO-NECK WITH HIGH-CASTE HINDUS IN PRE-47 INDIA. SO MUSLIM DEPRIVATION IS ABSURD.
4. In the Central Legislature, Muslim representation shall not be less than one third.
THIS IS AN ANNOYING POINT. IF MUSLIMS CONSTITUTE 26% HOW COME JINNAH DONKEY ASK FOR 33.50%. IS IT DEMOCRATIC?
TO ASK FOR DEMOCRATIC PRICNIPLE WITH AN AUTOCRAT LIKE JINNAH IS MEANINGLESS!

NOBODY PROPOSED ANY TERRITORIAL DISTRIBUTION WHEN THIS LIST WAS PREPARED. IT’S PREPOSTEROUS. NO GERRYMANDERING IN INDIA SO FAR.

WE HAD IT INDIA NOW. IT’S A CONSTITUTIONAL GUARANTEE.

THIS IS A PETTEY ARGUMENT. THE POINT MEANS THAT IF 3 OUT OF 4 "WITHIN" THE MINORITY (READ AS MUSLIM GROUP) DISSENTS A BILL, IT’S GOT TO BE THROWN OUT BY THE WHOLE HOUSE. HOW DEMOCRATIC IS THIS. ONLY A PERVERT LIKE JINNAH WUD UNDERSTAND THIS.
I SHALL EXPALIN THIS: IN A HOUSE OF 100 MEMBERS, THERE WUD BE 33 OR 34 MEMBERS (QUOTA; WHEREAS THERE CUD BE MORE BASED ON ELECTORAL CONSIDERATIONS OF POLITICAL PARTIES). OUT OF THAT 33-34 IF 25 MEMBERS OPPOSE A BILL THEN THE HOUSE OF 100 MEMEBRS HAD TO JETTISON THE LEGISLATION! IS THIS A DEMOCRATIC PRICNIPLE???

ANOTHER COMMUNAL ARGUMENT, WHICH WAS GRANTED IN PRE-47 INDIA. SINDH IN ANY CASE WUD HAVE BECOME A SEPARATE STATE BASED ON REORGANISATION OF STATES ON LINGUISTIC BASIS. EG. GUJARAT, ANDHRA ETC., IN POST-47 INDIAN UNION.

NOT A BAD ONE. INDIA IS DEBATING THIS POINT WHEREAS MUSLIM RESERVATIONS ARE IN PLACE IN SOME SOUTHERN STATES AS OF NOW.

UNION OF INDIA SPENDS HUNDREDS OF CRORES FOR THIS PURPOSE EVERY YEAR. NEHRU GAVE A CATEGORICAL RESPONSE THAT INDIA WUD HAVE THREE OFFICIAL LANGUAGES VIZ. ENGLISH, HINDI AND URDU (WAS IT HINDUSTANI?). IN HIS BOOK ‘DISCOVERY OF INDIA’ HE TELLS THAT INDIA HAD A COMMON CIVILISATION & HINDU AND MUSLIM CULTURES ARE MODIFICATIONS OF INDIAN IDENTITY. FOR A PEA-BRAIN PYGMY LIKE JINNAH THIS SOUNDS FUNNY.

MOST REGRESSIVE, COMMUNAL POINT. HOW THERE CAN BE
1/3RD REPRESENTATION OF MUSLIMS, SAY IN ORISSA OR TAMIL NADU(NOW) WHERE MUSLIM POPULATION WAS LESS THAN 6-7% IN THOSE DAYS? HOW DEMOCRATIC IS THIS? ONLY A PERVERT LIKE JINNAH WUD KNOW THIS. WAS HE GOING TO GIVE 1/3RD REPRESENTATION TO HINDUS+SIKHS IN NWFP AND BALUCHISTAN? WHAT HAPPENED TO THEIR LIVES IN THOSE PROVINCES FORGET ABT THEIR REPRESENTATION OF 1/3RD.

THIS IS A GREY AREA WHERE THERE CUD BE UNDERSTANDING BASED ON DEBATE. AT PRESENT KASHMIR HAD THIS PRIVILEGE, NO OTHER STATE HAD. IN A WAY IT CAN BE INTERPRETATED THAT NOL AWS SHALL BE MADE WIHTOUT THE CONCURRENCE OF THE STATE, SAY PUNJAB. THOUGH THERE’S A COMMUNAL BASIS FOR THIS THINKING I AGREE TO THIS IN A LIMITED WAY.
