The Secondary Source Reference is Page 116 "Jinnah of Pakistan" by Stanley Wolpert:

"Jinnah also pressed in this letter for the release of more prisoners, especially Khan Abdul Ghafoor (Ghaffar) Khan one of his two recommended delegates to the Conference from the North West Frontier Province though as Jinnah noted, he "has no or very littl knowledge of the English Language". That Lion of the Frontier was however the most popular leader of the Pathans and would become a staunch Congress ally, soon to be hailed as the "Frontier Gandhi". "

The Primary Source reference is "Jinnah to Lord Irwin - August 6th, 1930"

"I am looking forward to seeing that the arrangement that was arrived at between the government and the leading men who met Mr. Howell, Sir Fazli Hussain and Mr. Haig would be given effect to, but beyond the report in the newspapers that some 187 persons were released nothing more is known and on the contrary I learn that two prominent men have been recently arrested, namely Mian Jaffer Shah Kaka Khel and Abdulla Shah and I have not seen any communique issued by the Government of India as arranged. In this connection I may mention that Abdul Ghafoor Khan whose release was most essential is still a prisoner.

With regard to the representatives of the North West Frontier Province to the London Conference, Your excellency asked me to sugget the names, so I made careful enquiries and the two names that are being presed from every direction are Mr. Ahmad Shah, Barrister at Law, and Abdul Ghafoor Khan, the last name is well known to your excellency but has no or very little knowledge of English Language.
