During Shaukat Aziz’s time there was great talk of making lots of changes in the Savings Scheme with plenty of perks, innovations and ideas for saving.For poverty alleviation,stress was laid on the role the NSS would play to make the scheme work for the poor folk.However the remarkable good that came out of all these good intent was the BSC (Behbood savings certificates) especially for Senior citizens.
I cannot stress any more the extreme importance of creating a special fund for the National savings center.I SUGGEST;;;;;this fund will be with the aim of enabling its poor clients to open their own savings a/c.for this,the especial fund must be made available and accessible at each and every nsc.zakat funds may also flow into it, who’s gonna stop.’’neki or poochh pooch?”only those at or below the poverty LINE need apply,to the Poverty Alleviation Special Savings Scheme.
they will be broadly classified into low income and no income groups.with their application verified and validated by THE manager they shall be registered with their local nsc Branch. now they will be qualified to receive from the Especial fund.both no income and low income groups will get the amount (Rs.100) required to open their savings account.they would be asked to take care and not withdraw the 100 or they will have to reimburse it themselves.otherwise their account may close.( and since it is a first come first serve basis, for a re application they might have to wait at the end of a long line).
then both groups will be paid a stipend (poverty alleviation incentive/encouragement for savings),each month amounting to the current minimum wages.the no income group will be paid a bit more, to differentiate from low income group.they both will be awarded with a savings certificate(either SSC or S/a)as both can be started with a minimum amount.however the denomination of this certificate will be equivalent to the stipend amount;which first stipend will be witheld and diverted for the purport of purchasing the said savings certificate.
the especial fund certificate Holder will receive stipend regularly every month starting with the second stipend.this will automatically be collected in his savings account. he will get profit on his certificate as usual.if he encashes before the tenure is up,he will lose his chance to apply for another certificate immediately, till the term is over;this condition he will be a signatory to, at the start of the deal.this is just to encourage savings.

women are excellent at savings, and they raise the standard of living in their own houses, with their income put to good use.they give an impetus to micro economics, and boost their business, a la the Popular grameen banking.
minimum wages are given to a worker,who thus becomes a wage earner.in lo-income category the person is currently working and getting lo-income.it is in the no-income group some screening is required.preference for a no income, Poverty Alleviation Savings scheme, would be given to a candidate who has a valid work history.even if he does not have one, he should be adjudged as mentally and physically able to work, but is victim of unemployment and at/below the poverty line.
completely sick or helpless persons should be screened out and referred to other hopefully upcoming savings schemes for this category.so also drug addicts, they should be referred to welfare agency specially trained to look after these cases well in time!
