Is Pakistan Too Big to Fail?

The phrase "too big to fail" has gained currency in the United States to describe large and troubled financial institutions since the beginning of the banking crisis last year. The characteristics of such institutions include their large size and huge impact on the rest of the US banking system and the global economy at large.

Seen in the context of regional and global geopolitics, are there any parallels between the the large US banks and the Pakistani state? Let's examine this proposition in a little more depth.

Large Size:

In terms of its size, Pakistan is one of the largest countries in the world. With a population exceeding 170 million, it is one of only eight nations armed with nuclear weapons. The nation ranks as sixth largest in population, seventh largest in its army size, 8th in number of mobile phone users, 10th in educated English speaking population, 10th in labor force size, 17th largest in number of Internet users, 26th in economy and 34th in land area.

Strategic Location:

Pakistan sits at the entrance to the oil rich Persian Gulf, and it shares borders with Afghanista n, Iran and the world's most population nuclear states of China and India. Pakistan's Gwadar port is only 180 nautical miles from the exit of the Straits of Hormuz, considered extremely important for the flow of the bulk of world's demand for oil transportation from the Gulf nations. It provides convenient access to sea routes for many of the landlocked mineral-rich Central Asian states and Western China.

Pakistan has a 650-mile long coastline on the Arabian Sea, extending from India to Iran. In addition, some of the air routes between west and east pass through Pakistan because of its central location. Karachi and Gawadar are natural harbor ports serving as trading and re-fueling stops for ships.

Major Failures:

Not unlike the troubled US banks facing the prospect of certain failure, Pakistan also shows up at number 10 on the failed state index compiled by Fund for Peace and Foreign Policy magazine in 2008. However, in spite of the disastrous political leadership and extremely poor governance, the country’s saving grace is arguably its people. As the consequences sink in among Pakistan’s secular elite of the rising Taliban, there are signs that the country’s educated middle class – in Islamabad, Lahore and Karachi, cities rocked recently by continuing terrorist attacks – is losing its patience with radicalism. The urban middle class has more clout than many analysts think. It constitutes the backbone of the army, the business and professional classes and the opinion makers in the media. And the middle class is getting serious about its responsibility. They have now compelled the government into taking more decisive action.

Anger and Distrust:

Just like the US bankers who are getting bailed out at US taxpayers' expense, Pakistanis do not trust Uncle Sam, either. But, in spite of the widespread and d eep distrust of the United States, the latest polls now indicate that 86 percent of Pakistanis agree that Taliban and Al-Qaeda militants pose a problem for Pakistan and more than two-thirds support a recent Pakistani army offensive against the extremists. Just as many US taxpayers are unhappy with the massive bailout of the US financial services, there is popular opposition to bailing out many troubled nations around the world. Just as people say that US bankers should have to pay for their own failures, there is a strong feeling that nations who have misbehaved should be made to pay for their mistakes.

Consequences of Failure:

The fear of contagion triggering national and global economic collapse was the chief reason why the US acted swiftly and decisively to prop up the failing financial institutions on Wall Street last year. The same "contagion" logic applies to Pakistan's potential failure which can lead to catastrophic consequences for Asia, the Middle East and the rest of the world, and seriously hurt American economy and strategic interests. If a nuclear-armed nation of 170 million people with a large military falls, then the millions of Pakistanis armed and trained to fight could spread out into the neighboring nations and beyond. This could be highly destabilizing and extremely dangerous for the global peace and prosperity.

Rewards of Success:

If Pakistanis, Americans, Europeans and the world make a commitment and do succeed in helping to bring peace and stability to Pakistan, then there can be an expectation of a significant upside for all. A peaceful, stable, and prosperous Pakistan has a lot to offer in terms of a large, well educated English speaking work force, a huge market opportunity for all sorts of products and services, and tremendous potential for global economic growth.

There is no guarantee of success if the world does make a serious commitment and starts making a long term investment in helping Pakistan, but failure is definitely not an option.

Just for peanuts (30 millions) they have to pledge their stock. LOL

But no matter, now that the US has understood Pakistan´s game plans, the US is behaving prudently by snubbing Pakistani lawmakers right in their den.

As for the money, they have already said no on the cash, hence Pakistan is choked and doing the US bidding.

Pakistan cant deny US its 1000 Marines.

Pakistan cant do anything on drones.

Pakistan’s crisis is only partly economic. Even if they had sufficient forex reserves and a generally healthy economy – which they did a year ago – they would still be cleaving themselves apart. No-one – not the Yanks, the Chinese or the Saudis – can help them with that. 60 years on they’re still an artificial state in search of a nation. The religious glue that was supposed to bind them together has become a toxic brew.

PAKISTAN IS QUASI KAPUT:


Pakistan’s effective foreign exchange resources are down to US$3 billion—sufficient to cover about a month’s worth of essential imports. And other than a tranche of US$500m from the Asian Development Bank, it has received few firm promises.


After Standard & Poor’s cut the country’s sovereign long-term foreign-currency rating to CCC+, with a negative outlook, it has become “the world’s riskiest borrower according to credit-default swap prices from CMA Datavision.”

Even the Saudis—Pakistan’s traditional bailors—have stalled announcing the US$6 billion oil credit facility. The Saudis are very likely trying to teach the PPP government a lesson (even as they remain thick with Nawaz Sharif). There are no reports of China providing direct financial assistance.


The Pakistani government is attempting measures like securitising future remittances, but given its credit rating and the mood of the global financial markets, the success and the efficacy of such moes is likely to be limited. That leaves approaching the International Monetary Fund. But an IMF loan will come with the condition of an “intensive economic reform programme”. In Pakistan’s current political climate, trying to implement the kind of programme that the IMF will demand is a recipe for disaster.

Pakistan has failed on top 10 scale and it is official.


Pakistan is facing an economic meltdown, mainly because of the political crisis, and dozens of suicide attacks by Taliban militants around the country, causing foreign investors to flee.


The country's foreign reserves dropped some 75 per cent over the last 12 months from 18 billion dollars to around 4.3 billion dollars.


At the same time, the rupee has weakened by more than 27 per cent against the dollar, the current-account deficit reached a record 14 billion dollars in the year ending June 30, and inflation has risen to over 30 per cent.


The Islamic country has also sought International Monetary Fund assistance to avoid default on its external debt payments, but only after it can get much-needed hard cash of between 3.5 and 4.5 billion dollars within the next 15 to 30 days from friendly nations.

But a strict IMF programme may require Pakistan to do away with all subsidies, hitting hard especially the poor as well as business activities in general.

There are reports suggesting that even some of Pakistan’s best friends, Saudi Arabia and China, are lukewarm towards Zardari and it was difficult therefore to whip up international enthusiasm for the NEXT LOAN MELA.

ISLAMABAD: The United States supports Pakistan in dealing with its security and economic crises, but the newly created Friends of Pakistan forum WILL NOT OFFER direct financial support, US Assistant Secretary of State Richard Boucher said at a press conference on Monday.

“We support Pakistan taking tough action to deal with the security and economic situation and we also appreciate Pakistani people’s determination to deal with the problems,” Boucher told reporters.

“THERE IS NO MONEY ON THE TABLE. The goal is to put the money where it belongs. IT IS NOT A CASH ADVANCE,” he said, adding the forum would help Pakistan in a systematic way to deal with economic issues.

He said the US would institute $30 million to help Pakistan in the energy sector. He said it was important for Pakistan to open up opportunities for investment.

Government statements said Boucher earlier met Prime Minister Yousuf Raza Gilani, Adviser on Interior Rehman Malik, National Security Adviser Mehmood Ali Durrani and Foreign Minister Shah Mehmood Qureshi in two separate meetings.

Here's why the bigots are upset about Gwadar:

India has expressed concern over the Chinese built Pakistani port of Gwadar. Indian Naval Chief, Admiral Sureesh Mehta said last week that the Gwadar port has “serious strategic implications for India.” “Being only 180 nautical miles from the exit of the Straits of Hormuz, Gwadar, being bulit in Baluchistan coast, would enable Pakistan take control over the world energy jugular and interdiction of Indian tankers,” he said. Admial Mehta’s statement coincides with the handing over of the port’s management to Singapore Port Authority which last year won a bid to operate the port for 40 years, and the government has exempted it from corporate tax and all import duties on equipment and machinery.

USA prints its USD unbriddled because the USD is not a legal tender yet it is a world currency owned by more than 175 reserve-central banks overseas including the US.

It costs just four cents to print a single 100 USD bill.

Now Pakistan does not have such a luxury which must rely on its gold reserves to print further currency or risk hyper inflation and subsequent devalue of Pakistani Rupee.

So dont match American bail out scenario with that of precarious and failed nation as Pakistan.

Oh you mean Gawadar - poorly planned made in china port? why would you mess with it, untill you know its dying statistics?

Here is something for you boy!

Since coming into operation in December 2008, it has been learnt that the Gwadar Port has been plagued with a host of problems such as transportation of goods into the area.

Gwadar trucks carrying cargo have no stand to park in, which has resulted in heavy traffic congestion in the city.

Because there is no truck stand anywhere, heavy vehicles are parked on the roads, leading to congested traffic.

The port lacks direct access to the Coastal Highway.

Gawdar port is limping.....

Singaporean firm (SPA) may ultimately go to the Arbitration Court in London, holding the government of Pakistan accountable for defaulting on its contractual obligations.

A eighth largest country does not know how to operate a port, so they bring in Singapore Port Authority on contractual basis to run the port - after Dubai Port Authority declined to run it.

India runs all its ports by herself without any foreign management.

Gawadar is in a big mess loosing money ever since.....

Every imaginable area of public interaction in Pakistan has been targeted by terrorists. Yesterday a Bank in Rawalpindi was targeted, many of the victims were retired army officials and pensioners who had come to withdraw their pension.
