Khan never was mandated to design nuclear weapons. His job was enrichment and development of weapon systems like Anti Tank Missiles, Anti Air Craft Missiles, Surface to Surface Missiles and Command and Control Systems. The weapons part was done by a rival PAEC.

In 1965 a sizeable stash of weapons-grade uranium disappeared from Pennsylvania's Nuclear Materials and Equipment Corporation, whose president was a former sales agent for the Israel Defense Ministry. C.I.A. Director Richard Helms accused Israel of stealing the uranium.

In early 1968, the CIA issued a report concluding that Israel had successfully started production of nuclear weapons. This estimate, however, was based on an informal conversation between Carl Duckett, head of the CIA's Office of Science and Technology, and Edward Teller, father of the hydrogen bomb. Teller said that, based on conversations with friends in the Israeli scientific and defense establishment, he had concluded that Israel was capable of building the bomb, and that the CIA should not wait for an Israeli test to make a final assessment because that test would never be carried out.

CIA estimates of the Israeli arsenal's size did not improve with time. In 1974, Duckett estimated that Israel had between ten and twenty nuclear weapons. The upper bound was derived from CIA speculation regarding the number of possible Israeli targets, and not from any specific intelligence. Because this target list was presumed to be relatively static, this remained the official American estimate until the early 1980s.

The missiles for nuke exchange with N. Korea was an open secret, and USA knows that very well too. I have been saying this on Chowk for years. AQ Khan just came out with this now because he is fed up of being made a scapegoat and then confined to his home after going on TV and taking the blame for 4 1/2 years. He did nothing wrong as far as the N. Korea deal is concerned. It was official.

Neither did Pakistan do anything wrong or broke any law. It is not a signatory to NPT. It can exchange any technology which it has with any other country which it needs and doesn't have.

On the other hand, USA is an NPT signatory and still transfers nukes to Israel. Who is USA to point fingers at others?
