youre showing concern of the Islamabad sector, no mentioning of other places and dams which face the same plight of under-maintenance or total absence of it.
The speciality Kalabagh Dam is, it has been opposed by big foreign-lobby-fed fish, to oppose and finance the anti KBD. So with a sense of history, what is thought to be against Pakistan has been favourable. Pakistan has won no supporter but one a.k.a China.
World opposes Pakistan.
U laugh and the world would laugh with u..u cry and nobody would `DAMn` care..

Re: # 4 You rightly noted the pun! It was suggested by a neighbor, a retired Inspector General of Police! Some folks become bold in their retirement ;-)

You may have some legitimate concerns. It is a myth that inefficiency and corruption get mitigated under authoritarian regimes - the reality is otherwise and we see it around us all the time - since it gets much easier to sweep such abuses under the rug. (The same happens in other areas of life.) Therefore, those who care for the well-being of their populations (and value freedom) must do everything in their power to expose such abuses of power, in all domains - absolutely.
However, you also make a few sweeping statements regarding Punjabis, Sindhis, etc. which distract from your main theme - even though some of these may have a kernel of truth. Statements which are in the nature of allegations need to be carefully corroborated.
#1 Dear Behram Saheb, I believe the acronyms expand as follows:
Executive Committee of the National Economic Council (ECNEC)
Capital Development Authority (CDA)
Japan International Cooperation Agency (JICA)
The Water and Power Development Authority (WAPDA)

``According to a Japanese report of year 2000, more than 14 million ``
.......and who are these smart Japanese!
The only valid reason for not having big Dams is lack of trust due to repeated betrayals (in India we have Mettur Dam in Karnataka the source of regular political battle between Karnataka and Tamilnadu) and proper and transparent evaluation of sociological-ecological-economic pros & cons. Unfortunately environmentalist have become some kind of Eco-terrorists. The French Warship is a case in point. India has not banned white asbestos even though white asbestos is also carcinogenic yet the there is so much of hue and cry over French war-ship being sent to India instead of bigger issue of banning white asbestos in India.
My question is; is Singapore an economic disaster? Surely a few century back it must have been like Andaman & Nicobar islands. Now you raise this question of developing these islands and be sure of a environmental storm.
Can we have middle ground please, development and maintenance of ecology..

Q. Isa Daudpota Sahib:
What are all those acronyms mean which you used that have not been defined in your article? ECNEC? CDA? JICA? WAPDA?
Another comment: Is it possible for Chowk to add some kind of location map for clarity of the article?
Respectfully submitted,
