Absolutely it could be... By no means was my suspect list exhaustive. I left out the ISI and RAW, plus the Cuban`s and several others. But I like to belive the latest speculation of the author... namely, ``Bait and Wait``... It has instant appeal. A potential New York Times Best Seller plot. The only point on which I`d differ from HP is that in the end they actually did find out but chose to keep hands off, a la Pearl Harbor. Imagine what a novel it could make, giving Dan Brown the run for his money.

“He already knows,” Luke responded. “The Israelis found out first and alerted us. The Mossad chief called himself. You should have seen the old man’s face. I was in his office at the time. Our own source confirmed two hours later.”
“Is Mohammad Atta leading the group in person?” Stand was curious as he felt left out of the loop.
“Yes, he is, as best we can tell,” Luke said dryly. “We have his passport ready to plant on the scene.”
“You mean we’re not going to intercept?” Stan’s eyes widened as he asked the question in disbelief. “But… did`nt the old man say…?”
“Yes, Stan. I felt the same way. But we are to keep off limits, strict orders from above, the old man says.”

“Yes I am very serious,” Luke sounded somber. “But still, I`ll have our teams on the standby at JFK, Dulles, Logan and Newark, in case the okay comes in at the last minute. We thinks the A team is headed for Logan, but we also know they have redundancy plans elsewhere.”

I agree with your thesis, however, I think that a scenario of freedom struggle with in Iraq was never in their plans neither did they contemplate it since they so meticulously used UN to disarm Iraq before they stepped in. On the flip side I don`t think that the scenario that is today in Iraq was in Jihadi plans either and neither did they ever contemplated. This has come as a manna from heaven for them both from political and military point of view. I do not think that US is left with any respectable option now. The pull out from Iraq means a total collapse of their middle east strategy. I don`t think that situation in Iraq will improve even when next president comes into the office.
