Hindus in Jammu and Kashmir have been at the receiving end of state discrimination. Millions of Hindus have been denied state subjects or domicile for half a century now, while you can get a permanent residence even in USA after some years of residence.

Economic status must be the sole factor in determing this.........Not religion, caste or anything else for all of India to progress...........We need to look at the mess called Pakistan and learn from their mistakes...Could be a tall order since they have only made mistakes, period...

Let me be direct. All these minority, privileged, etc will eventually destroy the society. Look what happened in Pakistan and `Azad Kashmir`. These guys were carrying half dozens pairs of Pools (made of grass) to travel to Pindi before 1947. Then the adjoining tribes on Pakistani side helped them to get rid of Dogra slavery. After that Kashmiri got special status. The population the size of Rawalpindi District, they enjoy amenities parallel to a province. The same is true on Indian side of Kashmir. There are groups either chewing on Delhi’s or Islamabad`s bone and lost their honor of being Kashmiris. Although Pakistan is under control of Hindustani Bhia Platoon since day one (Jinnah, Liaqat, Bhutto, Zia, Nawaz Shrief, and President Gund Kup Mush raff,) these thugs rule the state. In 1947 these Hindustani Bhias were saying they can not sleep with Hindus. Now they say they can not sleep without Hindus. Even, Butts rule Lahore, Sheikhs rule Rawalpindi and the whole country is under occupation of these alien. Pakistan should have constitution where only those should rule country who are residing in Pakistan for at least 7 generations. Malaysia has such rule. USA will not allow foreign born to rule it. Why not Pakistan? So the bottom line is Kashmiri Hindus should not look for special status. They should claim the entire state along with other people. And this bullshit of division based on religion should be strictly forbidden. It does not help people. It helps thugs.

Though this process of who constitutes a majority, minority is important for the sake of record but in reality the whole discussion cud be linked to this single sentence, i.e:

``...Schemes designed...``

If India is Indian Union (infact it is) then the determinant unit for such identification of majority-minority is the individual ``State``. That way this namesake Constitutional Amendment is long overdue. Otherwise this majority-minority is a BIG time waste in India. Economic betterment is the sole concern of all Indians.
