I think there are two facets to US-Pakistan relations that you need to consider, as follows:
I. Appropriateness of the US response to 9/11
No doubt Bush has been a disastrous presidency. This is true for virtually every front - iraq war, environment, education policy, fiscal policy, pakistan policy, russia policy, israel-palestine policy.
While all of the above is true - it is also true that the US had every legal and moral right to break the terrorist nest in Afghanistan that killed 3000 innocent people in the US. It is human nature to discount the value of human life if it is some distant people involved. However, the sons and daughters and wives and husbands of those so brutally killed were as much victims of Osama ben Laden as anyone else.
Another thing that goes unnoticed in Pakistan is Bush's strong show of support for the muslim community within the US after 9/11 (when he visited mosques to allay fears of a backlash against muslim). And people across the US demonstrated the same.
II. Relevance to Issues facing Pakistan
This narrow focus on US alone detracts from the serious problems facing Pakistan. There are even a few nutcases (of the urstruly and masadi variety) in Pakistan who will see a US conspiracy behind every issue. However, the fact is that in terms of relevance to Pakistan - far more important than the relative diminishment of the US is the impact of increasing "prosperity" in other parts of the world.
Thus: the rise in food and oil prices (the major immediate issue in Pakistan facing the new government) is a direct result not of the decline of the US but of increased world wide demand for foodstuffs. The energy crisis is a result not of the decline of the US but of mismanagement by the Musharraf government (which did not invest in power capacity). Water scarcity is looming as another problem that has nothing to do with US decline.
Thus, we need to view things from the broader global perspective - which admittedly is more complex than painting a single nation as the villain. To not do that is to put the welfare and future of Pakistan in jeopardy.
