#4 This is not Hindi. It is Bengali....
Adjacent areas of Koshi used to be get minor floods every year. That used to allow the sediments deposit on the banks of the river and used to cause no major damage. After 1947, They have embanked the river to channelise the water. The high silt content of the river water gets deposited in the river bed. And that have caused the devastating flood this time.

nkg, would you mind giving some details of how do you think that it is man-made, and what better could have been done in Bihar?
Sorry, that the website you referred for newspaper I could not read, though I intend to learn Hindi letters some day soon.

I don't know about Luisiana, but how during British period, the flood was managed in different way, which used to benefit people....
It is kind of man made disaster....
