He does not sanctify organizing around formulas "each group rejoicing in what it has" because that inevitably leads to mullahism, rather the competition and organization should be around doing what is socially 'good'. Congress did not like this framework, and asked for Independence along with Partition of Punjab and Bengal. This is not what Jinnah wanted.
