I don`t agree with you that Pakistan has the same position as Americans in this regard.
Pakistan has always supported morally, politically and possibly materially Kashmir cause and its stand is clear.
While America always supposedly support, democracy human rights etc. So its stand is not clear. If America says that democracy in other countries is right only if non-Islamic parties paticipate in it. I can argue with that but still, I will see it as a consistent stand.

In a country like India (or Pakistan) the situation is rarely as simple and straight-forward as some people want to believe. For example, I only today came across a number of articles on secularism in India. I also read some material on the BJP site. My search and reading, in short, led me to reconfirm my suspicion that your trust on secularism in India is more personal/ideological than real, though I personally view your conviction in secularism as a positive sign. A similar situation exists in Pakistan where a lot of Muslims believe that minorities will be better-off under a system of separate electorates. Most Pakistani Muslims also honestly, though perhaps mythically, believe that minority rights in Pakistan will be best protected within an Islamic state. Very few people, however, ask: What the minorities think best for themselves?

But to answer your question, I guess the generally acceptable idea of Indian secularism would be ``non-victimization of any community or minority on the basis of religion``.
Note that this general consensus does not extend to the possibility of positive action to support or uplift a community. Also it does not preclude voting for a party like the BJP, or the Muslim league which purports to support your community. This would be considered fine and within the bounds of democratic political behaviour (so long as there is no victimization of any other community).

Though I am sure that not everyone believes it to be true (certainly not you or Bilal), it did appear to me to be the case. Evidence: the TNT, the government supported ``ideology of Pakistan`` and the interactions on Bilal`s article ``Pakistan: a failed state``. If however I am wrong, I apologize.

You are absolutely right, on re-reading my post, it does give the impression that I am allocating all blame to Bhutto. While he does share a significant share, the army (as evidenced in the report) shares equal if not more. Thank you for correcting my rather misleading statement.

Before you start blaming the americans, please note that this is the argument that Indians have always used against Pakistan in Kashmir. So if you condemn the americans based for this, by the same token you should also condemn Pakistan.
