I am questioning the allegations levelled against the guy. what was the Pak govt (or the dictator) doing for 15 years when this guy has already served 15 years of jail term? When did he commit the crime? Why wait for 15 years before punishing him?
IF u read the stories in press, looks like the 2 countries are quietly exchanging prisoners, keeping this as a pretext. And now, some jehadis from Pak want some militant in India released. Get the picture? The guy is not a culprit. More likely, he is a scapegoat.

incitement to violence is predicated on authority and foreknowledge...if this guy knew the shiv sainiks would read this and actually go out and do something, it`s incitement...if he had some authority in the ss and knew what the reaction of the ssers to his speech would be, it`s incitement...
good luck trying to get a conviction on that....

At this point of time, yes - that will work.... I was talking about pre-911 situation:1989-2001, the high days of paki-sponsored jihad....Indians were sitting ducks getting killed in thousands, yet the state could do nothing to eliminate or abate jihad at its source....All that state could do was rear-guard action.
