as i said before this article was written to sow ethnic hatred. logic is the same used by sectarian mullahs, for example before the second amendment, mullahs used to argue qadianis steal resources of pak.

as far as resource distribution goes the formula is very simple: state khazanah should be spent on those who most need it because i. this is what islam requires and ii. vast gaps in standards of living between regions is not good for the society. the spiking of crime rate in in large cities like lhr and kar over the last few years is an example of the consequences of unequal growth. due to stagnation in rural incomes and rise in urban income, residents of hinterland are going to cities in large numbers to commit crime.

the other issue to consider on distribution is that leadership prevailing at the provincial level is nalaiqh and corrupt. so federal government should have complete oversight on how provincial govt is spending federal funds.

on the issue of contribution of regions to govt revenue, that data can be found at the following website:

click on the FSS tab and then on the statistical data link. for some reason data is only available up to 2001-02. the two biggest contribution to federal revenue is from income tax and sales tax. the share of karachi and punjab is approximately 50% each with negligible contribution from frontier and zero contribution from baluchistan. revenue from central to provincial govt is transferred under a formula that is accepted by the 4 chief ministers. this formula is known as the nfc award. almost all provincial revenue is from transfer under the nfc award. of the 4 provinces, sind is the only province that contributes more than it receives.

if nationalities were suppressed, why does mqm rule the roost in urban sind? also fyi, nationalities did not have too much of a good time in 70`s when bhutto launched the biggest army operation in baluchistan yet. in addition bhutto kicked out the anp led govt in nwfp after which anp declared that it would fight for indepenedence.

bottom line is that awam has rejected ``nationalities`` which is clearly indicated by voting patterns. sure nationalities have pockets of support but that is to be expected because even within pak at the time of independence there was a significant opposition to pakistan. after independence, these people have drapped themselves in the nationality chadder. their actions get magnified because commies in the english press see them as the force that will counter mullahs.

also as the kgb documents indicate, nationalities were cooperating with a soviet union at a time when the country was indirectly at war with them. in my book, people who take money from a hostile power are committing treason and therefore deserving of firing squad. no ifs or buts.

so check this out. this is how the kgb planned to destabilse pakistan in retaliation for pak support afghan mujahideen. what are the odds that another country is taking a leaf out from this playbook? for those interested, i urge you to read this in full because causing instability in baluchistan was a central part of kgb plan. thankfully pakistanis at that time stood united to defeat the soviet union. is the present generation going to follow suit?

• Consider the expediency and technical possibility of setting up a radio station in Afghanistan which, in the name of the Baluchis, would call on the population of Baluchistan to fight for the establishment of an autonomous state.


• Through the Afghans, carry out a series of leaflet operations designed to exacerbate relations between the population of Baluchistan and the Afghan refugees.

• Convey slanted information to Pakistani leaders about the US’s intentions and specific actions to exploit the Baluchi problem to put pressure on the Zia-ul Haq government in order to secure the further use of Pakistan as a stronghold for organizing the undeclared war against Afghanistan.


• Carry out disinformation operations about the CIA’s contacts with individual Baluchi leaders, including some who had emigrated, either directly or through political figures such as [probably Former Iranian Prime Minister Shapur] Bakhtiar and [Former Iranian General Gholam Ali] Oveisi [Oveissi]. For the sake of credibility, compile and send out letters ostensibly from Baluchis to the Pakistan Embassy in the US and some countries in Asia, containing threats against Zia-ul Haq and other military and state personalities in Pakistan. It would be clear from this that the Baluchi leaders are receiving support and financial assistance from the American authorities and special services in pursuit of the idea of establishing an independent Baluchistan.

• Consider jointly with the Afghans how to incite the Baluchis to engage in antigovernment actions, and what assistance should be given.

this commie-mullah alliance also combined agains the shah of iran. mullahs however showed their true face after the revolution by purging iran of leftist including kicking out bani sadr - one of the prime movers behind the revolution and the elected president of iran. also i am in favour of govt retaining strong contacts with the mullahs because mullahs are not beyghairath like the lefties who will betray the country for a couple of bottles of sharab. after the soviet union fell, reports came out from kgb archives showing that pretty much all pakistani leftist leaders were on the take. later i will see if i can find these reports on the web.

adam khan, my comments about pathans and baluchis was in jest. my school friends in karachi were from all parts of pakistan. within that group kashmiris were the biggest pain in the ass. we spent most of our time trading ethnic and religious insults and as a result i have developed a rather thick skin.

also the point i was trying to make was that two critical issues for pakistan are i. generation of resources and ii. allocation of those resources to folks who most need it. there are are needy people in all four provinces who should be helped on the basis of need rather than any other factor. in an environment where there is serious resource constraint as is the case in pak today, people are playing with fire when poverty is blamed on ethnicity because this argument is very simple and finds a lot of takers in a society where jahilyuth rules as is the case in pak today. moreover, this argument is never true. people who know better have a duty to set things straight.

dude, i am a mussalmaan and i dont believe in this regional/tribal crap. if i want to live in quetta, i live in quetta and if i want to live in peshawer, i live peshawer. i dont need anyone`s permission. furthermore, as a citizen of pakistan, i am entitled to benefit from all its resources.

adam khan. do a little research if you are interested in this issue. the biggest transfer to the central government occurs from sind due to karachi. so if revenue is distributed on the basis of where its generated, then karachi and sind would be the biggest beneficiaries and baluchistan and sarhad the biggest losers. this development would be rather sad considering these two provinces are the most backward in pak. all the data is available on the website of central bank and cbr.

ally man, chill out. there are no takers for the kind of bakwaas peddled by this ``article`` which first appeared in that esteemed pakistani publication - the frontier post. people behind this website troll through pakistani press in order to find and publish on chowk, articles which fit their agenda which is to cause internal division within pakistan. the aim is to build a perception that pakistan is falling apart. as the kahawuth goes, if you repeat a lie long enough it becomes the truth. if you recall, after bugti became allah ko pyara, these bozos published a series of articles in which claim was being made that pak would be turning into the balkans before the end of the year i.e. just about now. reality unfortunately for them is that violence has declined by 90% after his death.

as far as ethnic harmony is concerned due to rapid urbanisation, ethnic boundries are almost irrelevant. pathans in fact are the biggest internal migrants within pak. if i am not mistaken there are more pukhtoons in baluchistan than baluchis and there are actually more pathans and baluchis residing in karachi than in peshawer and quetta respectively which is not necessarily a good thing for us karachites.

also your point is completely valid that awam is ghareeb every where and the most ghurbuth is found in areas dominated by sardars and waderas. things however are changing due to economic growth in pak. country is now in a position to finance infrastructure projects such as dams which will change status quo in rural areas. obviously sardars being the biggest beneficiaries of status quo are putting up a fight because they want things to remain as they have for for the last two thousand years. important to remember that tribalism is also a mortal sin in islam.

as far as expats are concerened, you should counter the propaganda rather than getting into an us vs. them debate. people living abroad might tend to rely on kaha sunna because of the physical distance between them and pak.

there is obviously the issue of oil. more important than that is the zionist influence on u.s. government. war in iraq should be viewed from these two perspectives. people forget that after 9/11 uncle sam did what obl demanded which is that u.s. get the hell out of saudi arabia. however since u.s. wanted to have influence over events in the m.e. for reasons outlined before, it decided to set up shop in iraq. given the end result of this course of action, i dont think muslims should be too unhappy. u.s. did muslims a favour by removing saddam hussain who was a buffoon and a source of instability in the islamic world. in addition iran has emerged the strongest power in the region which is good because iran is better positioned to fight for muslim interests than arab countries.

in the long term muslims need to get their act together domestically to be able to shape global events. pleading for justice aint gonna work because i. world does not work like that and ii. beggars dont make a very inspiring sight which causes governments to lose support at home. to fix things domestically, muslims need to fix their economy because muslims cannot live by jehad alone.

below is a list of attacks on civilians carried out by militants behind today`s blast. as the list indicates modus operandi of militants is very similar to that followed by sunni militants in iraq - aim is to start a sectarian conflict resulting in civil war which create conditions for militant takeover. the its the job of the army to defend pakistan which means militants must be eliminated if they are not willing to live by the rules. sure there will be blow back like today with both civilians and army continuing to become a target. i dont think there is any other option but to press ahead because country cant survive with juraseem living in its veins. given that mush has not wavered in his resolve despite being in the line of fire, i think we are in good hands.

in a country where very few things function as they should the performance of the private electronic media is a shining example of what can be achieved when industry is freed from the shackles of all pervasive government. performance is more remarkable when you consider the short history of the industry and the resource constraint under which it operates. i think pakistanis need to give a big thanks to the entrepreneurs behind the industry who have risked their own capital on nothing more than a wing and a prayer. going forward no politician is going to mess with the media in the manner that nawaz sharif and altaf hussain did in the 90`s.

i also think that electronic media has left its print counterpart far behind. production quality of pakistani newspapers is very poor, there is no fact checking, journalists are untrained and you never get alternative view points. oped pages of most newspapers are dominated america-hating geriatrics still ruing the demise of soviet union. most people also dont realise that journalists as a group have very low ethical standards and plenty of journalists sell their services to the highest bidder. banks in pakistan refuse to extend credit to journalist because of the beysharam nature of most journalists.

Another thing that surprised me on the ground there was how positive a view many people had of Pakistan`s role, and how President Musharraf`s role was not viewed with the negativity I had expected.

Many, many people in Kashmir were actually very positive about the role that Pakistan is playing and used the word flexibility in talking about Musharraf`s role. The word came up again and again that he, more than any other Pakistani leader, had (exhibited flexibility).

...Of course, we did talk to security people in Kashmir, and they were very clear that terrorists came across with the assistance of some elements in Pakistan. So they weren`t optimistic or positive about Pakistan`s role. But many of the people on the ground -- who I didn`t get a chance to talk to when I was in Washington but only when they visit -- had a very different perspective about Pakistan`s role.

as far as any revolutions are concerned, i would like to wish good luck to punjabis because thats the only province vulnerable to it. certainly wont happen in sind because mullahs have no support there. politics in urban sind is controlled by mqm which is probably the most popular secular party in the islamic world and is very close to americans. rural sind is dominated by ppp which is also close to americans. frontier already is controlled by jui and islamabd has already reached an agreement with jui on post 2007 set up which will entail jui alone or within mma returning back to power. this pretty much leaves punjab on its own. my sense is that pml-q has done a good job in building a vote bank. however if anyone has information any islamic messiah waiting in the wings i would like to find out about him.

real wildcard in the next election is sind and baluchistan assembly. in sind pml is trying to eat into ppp vote bank and given that ppp has been out of power for nearly 10 years and thus unable to offer perks of power, i think pml`s task wont be as difficult as it seems. as far as baluchistan is concerned, again jui will play a big role along with baluchis associated with the govt.

Iran hangs six Jondullah men in public

TEHRAN: Iran has publicly hanged in Zahedan six members of a ``terrorist`` group convicted of abducting European tourists and armed robbery, a press report said on Monday.

The men, identified only as Behzad N, Mohammad-Amin H, Abdollah Sh, Mohsen S, Majid K, and Nader K were all members of a ``terrorist group led by Abdolmalek (Rigi)``, the Ayande-No daily said.

The men had reportedly kidnapped Dutch, German, and Irish tourists travelling through Iran and also set a police car on fire, killing four people, the report said. The militant group, Jondullah, headed by Rigi, has been held responsible for murdering 22 people in March in the Sistan-Baluchestan province and another 12 on a road in southern Kerman province in May.

Meanwhile, two men have been hanged in public in the southeastern town of Iranshahr convicted of drug trafficking and killing one of Iranian President Mahmoud Ahmadinejad`s bodyguards, the ISNA agency reported on Monday. Najibollah Gh was hanged for smuggling heroin and Mohammad A was executed for killing the bodyguard.
